Carlsbad City Councilor’s approved a final land replat for nine new single-family residential lots Tuesday night.
Truline Construction of Carlsbad owns the property on the north side of Peach Lane and east of North Canal Street, read a memorandum written to councilors from City of Carlsbad Deputy Planning Director Trysha Ortiz.
The land in the Cornum Subdivision was zoned Residential 1 District (R-1), the memo indicated.
“The Residential 1 District is intended to accommodate moderate density single-family residential development and to provide land-use protection for areas that develop in such a manner. There shall be a maximum of one primary residence per lot for R-1 Residential District Zoning, according to City of Carlsbad zoning ordinances.
In an application, Truline Construction planned lots in the 110 to 208 block of East Peach Lane. The land was formerly used for farming.

In her memo, Ortiz cited the development had reached a substantial completion.
“A final walkthrough of the development by City staff has taken place, and a punch list has been provided to the developer and contractor,” she wrote to councilors.
City of Carlsbad Planning staff recommended approval. The Planning and Zoning Commission (P&Z) did not consider the replat during a June 7 and July 12 meetings due to lack of a quorum, Ortiz wrote.
She said the final plat went to City Council as Trent Cornum, one of the developers, was a member of the P&Z Commission and recused himself from voting during the meetings.
Minutes from both meetings indicated three members attended. There is a vacancy on the commission and member Janell Whitlock was absent.
“We needed to move forward with that subdivision,” Ortiz said.

As of mid-July, Carlsbad Mayor Dale Janway said eight residential developments ranging from apartments to subdivisions were in the works.
“This was a final plat that was basically a formality clearing the way for lots to be sold. Carlsbad is still a growing community and we wish Mr. Cornum the best in his efforts,” he said.
Carlsbad Department of Development (CDOD) Marketing and Business Development Director Jeff Campbell welcomed the new housing units in north Carlsbad.
“Housing is still a top priority for the City of Carlsbad and Eddy County. The CDOD is committed to filling this need across the board,” he said.
